Confused

hi. i've had my computer for a year now and it has been running fine.
but recently i had the problem of resetting or even starting it.
if i managed to start it, while on desktop n i reset it may reset or it will just try to restart n no load. no image on monitor no beep, just a green power light.

The worse thing is powering up. Most of the time when i press the power button it just show a power light...No beep no display...then resets and repeat for about 2-1000 times. Then if it makes a beep! i am in.
At times it randomly turns off too.
can anyone please help me.

my computer specs are:
2 gigs kingston rams
Intel core2 quad cpu
Q6600 @ 2.4ghz
nvidia geforce 8600 GT 512 ddr2 gfx
psu: cooler master 400w

400 watt is on the very lower end of an 8600 power band. can you try a larger supply?
