File access rights

Linda is a member of the HR group in AD. That HR group has full control over HR network folders and their contents. There is one file in one specific folder that Linda should only have READ access to. I tried adding Linda as a user to the file with only READ access but she can modify the file as she is also a member of that group that has Full control. Linda needs to be in the HR group.
Is there a way to grant Linda just READ access to that file, but keep her in that group that has Full Control?

IMO based on experience no group and most users should ever have full control They should only have modify. Full control means they can grant/change rights. This is not what you want them doing.

Or perhaps you do in which case full control is what you want.

Normally the most restrictive right is the one that wins. Unclear why ntfs permissions are not working for you.
