This result is totally different from that reported in the forum link you have provided so I thought I'd let you know if I should proceed following that thread or do you have a new set of instructions for me?

I'm sorry that I didn't mention this earlier but this firewall problem that I'm facing is on my Windows 7 PC, not Windows 8.
Ran a Malwarebytes Antimalware system scan - system was clean. Tried using this software - Repair Windows Firewall but I'm still facing the same problem.
If the problem is on Windows7 then you should start by disabling Windows Defender and using Microsoft Security Essentials with its built in Firewall. Let's see if all goes well then.
OK so I installed Microsoft Security Essentials and was waiting for it to finish its first Quick Scan. In the meanwhile, I thought of seeing if I can open Windows Firewall and it's opening fine.
How did this happen? I won't argue against success but I'm just curious to know how it got fixed?
Because it's part of MSE. That's why I told you what to do. Now you're completely protected as long as you keep it updated. Leave your Windows 8 machine as is.
