can't uninstall programs

I cannot remove programs from programs and features
im trying to uninstall oovoo and its saying " the system administrator has set policies to prevent this installation " and then when i hit ok it says " you do not have sufficient access to uninstall oovoo. Please contact your system administrator. I am the only person who uses my laptop.
What can i do ?

Make sure you are uninstalling using Admin permissions.

how do i use administrator permissions

well thank you for the website, it worked but i have another problem , when i start up my yahoo msngr at the sign in screen, when its signing in it usually shows that big smiley face up top either snoozing or smiling about to sign in, it dosent sho either and when i restart or make my computer sleep and turn it back on, i have to reinstall it because it says it had been removed or somethin like that
