[SOLVED] Toshiba Laptop won't boot up

I am having trouble with a Toshiba Satellite Laptop that won't boot up when its been turned off. I'm okay when I leave it in sleep mode but I turned it off to add a keyboard and now it won't boot up. The little light comes on for about 10 seconds like its trying to and then turns off.
I had this problem about 6 months ago and I don't remember what I did to get it to boot up. any thoughts?

I'm running Windows Vista if that means anything. It's charging when the adapter is plugged in. Battery is good.

Hi have you tried removing all power battery too and holding down the power button for 30 to 45 seconds then try with the ac adapter

Yes. I unplugged it from the wall and took out the battery. I waited 20 minutes and then tried to put everything back and try again. Just a black screen. I am holding down the start button for at least 20 seconds.

I did put the battery back in though. Should I have tried without the battery and just plugged into the wall?

Try removing the ram and reseating it
