Is any peripherals plugged into the laptop? If so try disconnecting and testing.

Boot into Safe Mode and attempt to shutdown the laptop.

Are there any minidumps present? (C:\Windows\Minidump)

Check the Event Viewer for any errors when the problem is occurring.
