Acer Aspire laptop problems

Hello, would appreciate any help I can get!
When I turn my laptop on, it initially shows the ‘starting windows’ screen, in full colour. Then it just goes black, with a white cursor, which I can move around. If left for long enough it will show a screensaver of different pictures of Acer laptops, which disappears back to black screen when I move the cursor.
Control Alt Del brings up the usual interface and allows me to shut down.
How can I fix this?

Boot up in safe mode, use system restore.

Unfortunately it wont start in safe mode either...

You only have 2 more options, and both require installation disc.
1 - Run recovery mode
2 - Format and fresh install.

You can use something like Hirens or linux to backup data before.
