NTLDR is missing, and won't boot from disk

hey,

I set my boot order to CD first, and it goes to a black screen telling me to press F1 to retry boot, or F2 to enter System Settings

if I have the order at otherwise, it gives me NTLDR is missing.

is it because the disk I am trying to boot off of is XP? or some other thing?
