What is the persistent handler in registry?

Hello,

I was adding preview thumbnail to my video files and I noticed that only 1 of my video extensions had a persistent handler key. the value is
{098f2470-bae0-11cd-b579-08002b30bfeb}

From what I was able to google it is called Null persistent handler? I was wondering if someone could give me more information on this?
