I used my recovery cd, put it in drive then booted computer. It went thru this thing about setting up files, then ask me if I wanted to install or recovery console. I chose install, then repair and it started setting up windows. But after it was done and I went into windows, everything was still there. I thought it basically erased everything and put it back the way it was when you got it. But every program that has been loaded or downloaded was still there and still have the 100% cpu usage.

When you selete repair it will only fix the windows files. So if you have a third party app that is causing problems a repair install will not fix it. If you want to erase everything on you machine and start from scratch you have to choose new install and format the current partitions. ***Warning*** this will erase everything on your computer so be sure to back up any important files.
Also have you tried running a spyware and virus scan? We may be able to fix the problem with out having to erase your entire machine.
Yeah, have ran several different spyware programs and virus scans, doesn't find anything though.
So, will it give me the option of a new install?

Have ran every program previously that was listed that I could download, nothing seem to work. But there is so much junk on the computer now a fresh install might be good for it. Only thing is I didn't notice where it had a new install option at, just remembered seeing install or recovery console. Also, after I typed in the xp key, it wanted to reactivate it, but for some reason it wouldn't.
do you have a full xp disk or just a recovery disk
boot from the xp disk and choose install and follow all the way through ignoring repair and continuing install and it will do a clean install if it is the full disk
if you followed the instuctions for doing the recovery and it did not recover you will need to contact the pc's maker help line
i believe some computers now offer a non destructive recovery option which means you do not lose everything when you do a recovery install
this may be the reason everything was left intact
if it is still operating ok your best bet is to go through the five steps and then post a hijack log in security for the experts to advise on
Computer is about 2-3 years old. Can only run computer now in safe mode, when I go regular, cpu usage is at 100% and when I run hijack now, it just stops running. Although, I have ran it all through safe mode, but don't know if it will capture everything by doing it that way. If worse comes to worse, would it be possible to just format the drive and load it back up that way?

The failure of HJT to run is a classic symptom of BAD malware infection. Run do not walk to the Security section and do the do.
