are you running a cable modem to router? if so.....
after installing the router and changing the configuration to the modem then you need to do this:
1. Unplug both the power cords from router and the cable modem leaving the lan cables plugged in.
2. I want you to plug in your cable modem and wait till the modem is fully booted up
(what I mean by this is that all lights are lit up), exception the internet one may be off still as of yet.
3. now with modem up and running, I want you to plug in the router power cord now.
4. wait till router is booted up all the way, meaning all lights are lit up.
5. reboot pc
6. can you access the internet now with the pc?....if not then
7. now on back of router there should be a pin hole (you will need a paper clip for this)
8. stick the paper clip gently till you feel it hit a button (press and hold button in for about 15 seconds)( do not press too hard), thus this is resetting the router but in a different then just unplgging the power cord.
9. now you should have internet access.
this should work on lnksys and belkin routers maybe netgear too, but just cant remember on netgear.
If you still cant access the internet with pc then you will need to access the router configuration: (this can be done without internet access) so as long as you are connecting to the router with a lan cable not wirelessly.
To enter configuration:
Open Internet explorer and type in the url:

now make changes as needed for internet access, remember after making the changes you will need to scroll down near bottom of page, confirm changes and settings save.
