I have windows xp home edition.

I cannot access my control panel. It comes up:
Restrictions
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

I also cannot use system restore. It goes through all the steps buy states your system could not be restored.

Hello and welcome to TSF

Right click Here and choose Save as.. or Save target as.... Save the file to your desktop. Go to your desktop and double click controlpanelrestrictionrestore.reg, allow it to merge into the registry.

Maybe you could boot in safe mode, then log in as admin and change the restriction

Also, please follow the 5 Steps to Remove Spyware link in my signature below. Blocked access to Control Panel is caused by spyware.
