I don't think it would hurt anything, but I don't know if it will make a significant change. Honestly this is the first I've ever heard of this, but I will definately check it out when I get home.
edit: tried it on the computer here at school and it still runs fine, but again, without a bandwidth test (which would be hard to do on such a large network) I can't prove it helped anything.
That tweak can make a difference but you will not get a faster service than you are paying for...will just free up what the QoS Packet Schedular was using. I have completely disabled the service and removed it from my Network Connection properties which doesn't cause any harm
