When I created the file and named it webcal.reg, I get the error message: The specified file is not a registry script. You can only import binary registry files from within the registry editor.
this is the reg file I used: named webcal.reg

This is the correct format, however I think the [DefaulIcon]-(Default) should have the full file path.
I want to be clear now though. I'm only interested in helping you to get REG files to import into the registry. I cannot offer you development support.
Try this.
Include at the top of the text: REGEDIT4
When you save the reg file, include quotation marks.
Example: "reg2.reg"
Under Windows NT all registry scripts start with:
REGEDIT4
Under Windows 2K and XP the first line is:
Windows Registry Editor Version 5.00
To be sure that a .REG script will run under any version of Windows use the earlier syntax: REGEDIT4.
Answer to question 2:
You may all ready know that file names cannot include " /\|?: etc.
So they act as a TRIM, ensuring the file name begins and ends correctly.
That's my look on it anyway
Now there appears to be an access issue to your registry. I'll research this for you now.
