Cant access my add/remove program in control panel

This is my first time. I wanted to join because I have a lot of problems in my computer. Just now while I was fixing problems on my computer, suddenly I cannot access the add/remove program in the control panel. Can somebody help me why it happened and how can I fix it?

Also, what happens when you try to click on the Add/Remove Programs icon?

Go to Start/Run and type appwiz.cpl. Does the Add Remove Programs open up?

Thank you for the information. I don't know what happen , but it just came out.
My CPU is a pentiumIII, 448MH with 256MB compaq model 1999 -very old -no money for a new computer .. lol. Maybe this is the reason why it always crashes.

There are a lot of problems, like the Registry problem. I have a CCleaner and Avira for antivirus plus the anti spyware and melaware. It doesnt have those problems. Most registry problems is not covered by CCleaner because you have to pay for upgrade -I don't have that.

Do you know of any registry cleaner that is free to repair. Every time I open my computer it takes 10-20 mins to pull up the firefox. I recently downloaded the IE8 and after I found it so slow and really abhoring, I wanted to remove. I wonder why I can't find the "remove" on add/remove program. What I did is removed all the updates, however when I tried to download the IE7 and resetting my internet browser, I received an error-you have a recent download. My question is "How can I get rid of the IE8 from my computer so I can redownload the IE7 ? That's one of my problem, too. Like I said I have lots of them. For now, this is my question. I hope somebody could help me. I cannot afford to pay a technician because I'm jobless right now.
