Re: couple questions
Are you looking to do this on your own computer at home or do you wish to sign up with a web hosting company? If you'll be using coldfusion, you'll need to find a web host that offers coldfusion hosting. Or, if you're doing it yourself, you'll need to set it up on your own. With dreamweaver, you can use whatever host (or yourself) that you want to use.

Re: couple questions
I don't know much about coldfusion, so I can't really comment on it. In the end, what's best to use is what fits your needs the best. I can help you with setting up Apache, PHP and mySQL (dreamweaver may need 1 or more of those), but I can't help with setting up coldfusion.
Will you be using Windows or Linux for the web server?
