Confused PHP-Nuke problems

I got banned from overclock.net for "recruiting for a project" when I posted this on their forums, I trust this site is much better...

I have a server running Windows Server 2003 SP1. IIS, PHP, and MySQL is working good, but there's a few minor problems I want to get fixed.

My news posts on PHP-Nuke show the date, but not the time, like this: "Posted by Pilot_51 on Sunday, May 01 @ Eastern Daylight Time (4 reads)". The database shows all the correct time information, so I'm sure it's a problem with one of the PHP files on the server, I'm just not sure which file.

Another problem involving time is that the date/time shown for "most users ever online" in the forums is off by about 2 1/2 years.

Forum avatar uploading in profiles gives a permission denied error.

My SMTP server doesn't send to most outside SMTP's (mostly the major ones like Gmail or Hotmail). It appears to be because my server doesn't support TLS, but I'm not sure how to get TLS on it.
