Best Free Web Design Software?

Hey, I noticed some guys below posted about the free best html editor and domain host, so I thought if it isn't too much trouble:

What's the best free web design software? Is it worth buying software?

My goal at this point is just to play around, but the software I found is not exactly fantastic.

Yes. Dreamweaver is a brilliant WYSIWYG editor, but it costs. Steer well clear of "Web Easy 7" or any product of that description... Other than that the best way to go about it for free is to use Notepad++ and learn to code.
