Direct Input Issue

I am having an issue with Direct Input (writing in VC++) causing the keyboard to act differently than I'd like.

I am not running in buffered mode, so I would think that each GetDeviceState() call would give me the immediate state of the keyboard device. This is in fact the case when I press and release a key. The issue arises when I hold a key down, at which time the key will read as down, then back up again for ~ 1s, then show as down again indefinitely like it is supposed to. Essentially the keyboard is inserting the typematic delay prior to showing the key as held down, such as in a text editor or something along those lines.

The really interesting part is this: if I am moving the mouse or manipulating any other input device while I press a key, the issue does not happen and th keyboard reads down for the entire time he key is pressed.

Using GetAsyncKeyState instead of DI also results in the same issue, but the machine I am testing the code on can run other code requiring keyboard input without issue (similarly other machines have the same problem when running the code being discussed)

Anyone have any ideas of what could be causing this?
