Need Recommendation for New Web Host & Site Design Templates

I currently run a web site on GoDaddy that I built myself. I have no web site design or HTML experience. I am a real novice. But, using GoDaddy's "cut and paste templates," I was able to build a fairly nice looking site pretty easily and quickly.
But, because GoDaddy has gone down in the quality of their service and uses very disreputable business practices (something I wish I knew before I signed on with them), I am now forced to rebuild my site elsewhere.
I am hoping to find free downloadable web site templates so I can build and maintain my site offline and then upload it when I'm ready to relaunch and maintain it. I understand that's the safer way to go about it. But, I still need a very easy cut-and-paste type of template that does not require any kind of HTML coding experience. I'm a real layperson. Also, I need a new web host. I've been looking at the top 10 rated on the Internet, but I keep reading bad reviews even about the supposed best ones.
Can anyone suggest a good combination of downloadable template software and host provider so I can re-do my web site and get back on my feet and move forward again. I'd really appreciate any help and suggestions.

I have always and at the moment always will recommend http://www.zymic.com/free-web-hosting/ nice hosting plan if you ask me especially for free. Although I have not looked at many others in recent times since I do not need a free one my self.

Well in any instance free web site template, are you planning to use a web editor the edit txt, or content? I guess you are able to do that since your saying you'll put it together offline. If you require any assistance do not be afraid to ask for help ^^.

Got some free web version 2.0 ( meaning cutting edge style ) templates on this web site http://www.templateworld.com/free_templates.html not sure if they are as simple as copy and paste but the templates there should not be to difficult to get the hang of. Sorry I can not be of assistance could not see any decent other ones other then this.

Depends on if you're looking for free or paid.

For paid, the top seem to be bluehost, hostmonster and ixhosting

For free ones freewebs is good for beginners but has certain restrictions. x10hosting is the best free one I could find on the net.
