i have a question, is it allowed to make a website similar (almost copy) to an existing website i like?

i would change few features and also language should be diferent.

but layout would be almost copy

can somebody answer me on this please

If you copy his source code, its illegal, even if you change a few things. Copyright is quite strict, they even go down the paragraphs.

i have an other question if the original website since i saw it changed of face and features but i would like to make my website as there previous website, is this allowed?

Only if you have permission from the owner of the other site. Best to drop him a email explaining everything.

You might be able to find a free template that is similar to the site you like. Then modify it to your needs.
