Making footer follow another cell in CSS

I'm working on my other web site and tried to reuse the CSS code from my first web site. Anyways, I got everything working but the alignment of the foot box. I'm slowly learning CSS but I can't find in the original template what aligns the footer box off of a certain point or box. There is my code so far. Here is the test page. The box has the words "copyright notice" and should be the same width and under the right "content" box. What part of the code controls this and how can I fix this?

Yea, I deleted that directory and went with the page without the footer to get the site moving. The actual page in question is here and the css code is here. What was happening I took the template from my other site and just swapped the percentages of the boxes to make the left one the menu box. Only probably was the footer wanted to stay with the left cell. I can't figure out what part of the code keeps the footer cell loyal to the left box.
