Creating website through Photoshop

A while back I purchased some web templates. They sent my the html files and PSD files to go with it. Now I want to create my own templates, but I can't get it to work properly. How can you create the site in photoshop so that the text and links function properly when exported to Dreamweaver? If it can't be done through photoshop, how are they turning their PSD files into sites with the CSS included?
If your not sure what I'm talking about, here is an example of a html and psd template I recieved:

Do you have Photoshop? If so, what version?

Yes, CS2, and imageready.

There is no way to use photoshop or imageready to give you the CSS along with the HTML code for the template. However, you can slice it in Imageready and export it as a template coded in HTML. They are slicing it in imageready and then editing it themselves to come otu with the finished product.
