Re: how should i cut my .mpeg format video?

Use TMPGEnc Free Edition. http://www.tmpgenc.net (click on "downloads" at the top, between "about tmpgenc" and "forum", after you select your language)
Open TMPGEnc, skip the wizard. Click on File, MPEG Tools.
Go to the merge & cut tab. For type, pick whatever type your file is (if you're unsure, use gspot from http://www.headbands.com/gspot to find out). Then click add and add your file. If you want to cut, select the part from the list and pick edit. Select your starting point and endpoint (that's what the curly brackets are for) - you can also seek frame by frame. Finally pick an output name and click run.

P.S: your OS says XP SP1. I strongly advise upgrading to SP3 for better security.
