Adobe premiere elem 7problems should I buy premiere Pro

Hi
I having been pulling my hair out with problems with my programs closing on me. I work old photos (15yrs) I have been using Photoshop for most of that time started with 4.4. I have been doing simple transfers to DVD for 3yrs. I started getting into basic editing (cut junk out, stringing clips together) I started doing this with Roxio suite 7. I purchased Premiere ele 2 and used it to cut the clips better and easier. I always burned the DVDs with Roxio. Easier to use most likly because I was use to it. Roxio stopped let me use custom menus and would not allow me to burn DVDS. I purchased 7. My 7 is closing on me before I can burn my DVDs. sometimes it will start encoding then(error low memory) I have to cancel burn to get to do anything. I have consider buying Premiere Production Pro package. Or am I just asking for more problems! If The answer is buy Which one C3 or C4
