Do graphics cards help processing in photo and video editing?

I've always wondered if the computer uses the add on PCI-E GPU to aid in processing photo and video editing programs like Photoshop and Premiere, or is it more based on the processor and ram?

Mostly dependent on CPU and Ram however a separate GPU with on board ram will remove load from both and free up ram and CPU processing time.

If you're using the latest Photoshop CS4, it now uses the GPU to speed up some processes, but as wrench says, it's mostly the CPU and RAM.
