[SOLVED] Video editing: program, question, etc.

FIRST: I'm looking for a different editing program than Windows Movie Maker, for a few reasons...
1) WMM can only save as .wmv, can't choose other formats
2) can't set video to specific dimensions (can only choose from a list it gives you, doesn't always have the dimensions I want)

SECOND: I'm trying to edit and resize a 848x480 video file to 640x480 with black bars on the top and bottom (letterbox). How would I do that? I can resize the file to 640x360 (16:9), but I don't know how to make it 4:3 without distorting the image :/

EDIT: to clarify the second part a little better, some pictures...





Help with either of these is appreciated :)

Found everything I needed (just posting for anyone else interested in any of this, and marking thread solved). "Quick Media Converter 3.5.7" (free converter software I found, no watermarks/restrictions) to just convert my .wmv files, and instructions on how to add the letterbox like I wanted (using "Virtual Dub", also free) found here. That is all.
