Re: Sony Vegas Pro
If you look in the window that you want to undock just under the x (used to close it) and the side on triangle (used to expand it to fill the top area) you will see a vertical row of dots - click on those and drag the window to where you want it.
I am unsure what you want for the next question: do you want the video and audio to play at normal speed for a while then the video to go quickly (and the audio to stay normal) then the video and audio to play at normal speed? OR do you want the video and audio to play at normal speed for a while then the video and audio to go quickly then the video and audio to play at normal speed?

Re: Sony Vegas Pro
Move the playhead to the place you want the clip to speed up (click in the video track on the timeline) and split the clip (press S or go to edit and click split), then do the same for where you want the clip to go back to normal speed. You now have a separate clip which you can speed up or slow down by holding down Control while you drag the edge of the clip - when the clip appears shorter in the timeline it will play quickly, when longer it will play slowly (slow motion effect). To get the audio to behave in the same manner and have the corresponding pitch change right click on the audio track of the sped up clip select properties and tick the box for "Lock to stretch"
