PDF Image quality

My friend sent me a very important file over the internet in PDF format,
but I can't see it that well as the resolution is low (he's not changing his scanner so theres nothing he could do). But is there a program or application that increase the resolution of a PDF file or at least optimizes the image so that it is more clearer to see.
I need to print the stuff too so it has to come out clear when i print them

BTW i tried updating ADOBE reader

i think the only option is to up the dpi on the scan at your friends end. even if the scanner is a very old one i'd be surprised if it cannot be set to 300dpi, which should be good enough for printing.
