Making logos and adding links and editing pictures

Is there a low cost or free software out there that works like Adobe Photoshop? I'm not even sure that this is what I need. What I want to do is make logos, like business logos with a photo that I can add a link to so that when the picture/logo is clicked on, it takes you to the business website.

Any info would be greatly appreciated.

there's the GIMP, I know you can edit photos with it, but sure it can do the other thing.

Do you have any software at all to make logos? Like photoshop or anything? If you don't, you can download PhotoPlus at FreeSerifSoftware.com.Once you've done that, create the logo like you would normally. Then save it as a GIF or JPG or PNG or BMP, etc. like you would normally. Now you're going to go into the software that you design/create your website in and insert the picture. Now here is when you insert the link. You will go into the properties of the image and there should be a place where you can type in the web address you want. If you have any questions, please keep posting them.

Xara Xtreme is a graphics software that I personally really like. Check out www.xara.com

I use IrfanView it even has a "button" effect that ads the cool edges.
