How can I make waving flags similar to those on this website: http://www.prisonstudies.org/ I have Paint.NET as a graphic editor Thanks

Thank you very much. This is great. Can I use Paint.NET to create this or do I have to use Gimp? If this is only possible in Gimp, from where do I get this program? Thanky you very much

GIMP, is like a toolbar that you have in Fireworks and Photoshop, Im not sure with Paint.NET but you can download Gimp HERE Let me know if it works and if it works out, If you need anything else or have a question just ask.
