Photoshop CS3 ($650)
An earlier version might be good enough for your needs, it depends what you will be doing with it. Also take a look at Photoshop Lightroom.

Before you spend 650$ on an editing program I would see if the gimp can suit your needs, it not as user friendly as photoshop, but it has many of the same tools, and it's free.
