We're not lifting that embargo any time soon, not if either side wants a chance in Florida, so what can change? Cubans: great coffee, bad politics.

Let's see. Canada, Brazil, Spain, China, and Venezuela are, I think, the big investors in Cuba at the moment. Interestingly, the Spanish seem to be at the forefront of using their economic clout to try to press Cuba a bit on human rights issues.
I can't think of a single instance where sanctions have been effective in changing a nation's policies. It just makes the people in power dig in and impose tighter controls. Certainly, lots of American business lost big bucks when Batista fell, but that's the breaks. Nothing ventured, nothing gained. While Batista was in power they made tons of loot. You just can't influence a Government or people if you don't talk to them and pass out some candy. I think Raul is likely to relax some of Cuba's political restrictions, but that's mostly due to democracies that have taken a risk and made the investments. Chavez seems to be on the downhill side of his political career, and Cuba needs foreign investment.

I do not have a source but I read one of the sticky points for lifting the embargo was to reimburse the money lost when castro took over. Since most of the money lost was mob money, it makes you wonder who really runs the US government.
Cuba was a paradise in the 50's. It could be again since its in a perfect location for tourism from the US. With enough tourism, governments tend to change to protect its financial future. I just wished I knew the real story behind the embargo since we never did do it to russia, china and other communist countries.
