You got it half right. Congress authorizes and appropriates all spending through bills it passes. Then it sends those bills to the President who has the discretion to accept it or to veto it. So the "blame" for spending falls equally on both branches.

I'm a pretty hardcore Democrat (even though McGovern and Carter made me gag, I kept the faith), but I recently read that Rush Limbaugh thinks that if McCain wins the Republican Presidential nomination, it will destroy the party. I'm seriously considering voting for John in the March 4 Texas Primary, now.
