"Downloads" section explanation?

I spotted the Downloads section a while ago and uploaded a file that I had lying around, just to check out how it works and it's limitations.

So, can anyone informed explain it's purpose, it's restrictions/limitations and if it's only a test or for full scale forum use now?

Furthermore, what exactly can be uploaded, in which formats and within which size barrier?

Any rules or guidance of usage?

Can a user delete or replace his/her uploaded file?

If software such as what most moderators and staff members have linked in their signature, can be uploaded, then I see no point of the links pointing elsewhere or for us to go link finding around the web when needed, when we have this feature right here.
