Just wondering

How does a person go about getting their own private Avatar's? I have seen some really cool ones and I have a one I would like to use but I am not sure if I have to have a certain number of logs in order to do that or not.

Supposedly at 50 post you get to change your title and at 100 you get to upload a special avatar for your self.
