small B & S mower engine won't start

I have a small lawn mower engine that won't start. When I push the primer bulb, a small amount of gas comes out an opening in the side of the carb; This opening isn't a needle valve. It looks like a small metal ball that may be just spring loaded perhaps to relieve pressure or maybe a vacuum. It's all formed as part of the carb body, so there's no way to remove it or to take it apart. I'm wondering if I should be looking for something else that is wrong, that's causing the gas to leak out here.

I'm thinking that maybe something is plugged up in the carburetor, causing gas to be forced out passed that ball. A disassembly and cleaning is probably in order for the carburetor.
Does it start if you pour a bit of gas directly into the carburetor?
