Motor requires choke
My Tecumseh TVT691 lawn tractor engine started surging and losing power, and would only run with the choke 3/4 closed. I've soaked the dual carbs twice in carb cleaner and ran compressed air thru all the ports. I replaced the floats, needles,and seats, and verified that they were working correctly. The mounting gaskets were also replaced. The problem still exits. I'm unable to find any fuel blockages or unintended air entries in the carb/fuel system. The carbs (TEC-640221) have no adjustments other than the throttle idle screws, but the do have connecting fuel shut-off solenoids and a governor. Apparently, the +12v and ground leads to the solinoid must have continuity, because when I pulled them, the engine would not fire. I'm at a loss as to where to go from here. Any insight into this problem would be appreciated.
