Briggs 16hp vanguard sized or sticking

Hi
I have a 16 hp vanguard v twin Briggs and Stratton engine that powers a roots 33 blower and a Cat pump via a belt

When you turn the machine over by hand there seams to be a stiff point wear the engine sticks and is difficult to turn by hand past this point
It is hard starting the engine with the starter motor
At first I though the blower was sized and rusted inside so I removed the gear cog that drives the pump and blower and pump and blower turn just fine

But the engine when trying to turn by hand she sticks in certain places and is hard to move again by hand like it wear sized
I started the engine she started OK but bear in mind the engine is not pulling a load this time and should start easier with out the load
The engine sounded different but with out the load you should expect that rely
But she still Coffs and splutters like before

Anyone have an idea what it could be

Might be worth a look to see if (assuming it has one) the flywheel pin is off center which would change the timing. Those symptoms are pretty common when the timing is off.

Think it has a flyweal; on this model dose that drive the starter motor

I'm not an expert, but if it were me I'd try:

1. remove the belt and see if the problem still exists
if not, I'd look at what you're driving to see if something is binding.
2. remove the spark plugs and see if the problem still exists.
if not, I'd say it's normal, if it still binds with the belt and plug out, I suspect you'll
have to open the engine up and check bearings and the valve train for binding.

The driven equipment/load PTO + spark plugs has already been removed
It just sticks in cirten places

You could check the valve lash to be sure there is some clearance. After that, I'm out of easy fixes. Sorry.
