briggs & stranton 22hp els 725 will not turn over

My craftsman briggs & stranton 22 hp ran out of gas. I put gas into the tank
and turned the key. It tried to turn over and then just died. Now, all it will
do is just make clicking noises. I cleaned the air filter, cleaned off spark plugs, checked oil level (good), and charged battery. Still, same thing. Any
ideas?

Clicking is usually an indication of low voltage, clean all terms, battery, grounds and solenoid. Another test to isolate it would be to take a known good battery and jumper cables and jump directly to the starter.

Have a similar thing with a 24hp els and have tried to jump direct to starter (and put new starter on), set valves, new plugs, turned engine with wrench - and all I get is "click" and seeing the starter sprocket move.

If you put a new B&S starter, (not an aftermarket) jump directly to the starter with a known good battery and it still won't crank, I'd look at friction inside the engine or with the engine pulley (belts). Will it crank with the plug out?
