4 hp briggs idle surge

i have 2-4 hp briggs engines on my mowers,the prime button wont prime the carb and when the engine is running it surges up and down,do i need new carbs??? both mowers are about 4 years old

You can try replacing the diaphragm first, #795083, I'm assuming this is the plastic carb with the primer built into the carb. New carbs are only $28-34ish.
