how do you remove the engine pulley bolt on an MTD

How do you remove the engine pulley bolt without turning the engine? thanks

You can use chain vice grips, not sure if thats the name, but that what
it looks like, wrap the chain around the pulley, lock it down. They
also sell a device that has a belt, simlar to a fan belt on it, that you can
lock onto the pulley, and use a impact wrench to get the bolt out, or
you can try and manhandle it with a ratchet and socket.,
