b&s 18hp i/c twin wont start have spark

engine has spark and get fuel. Took compresssion test #1 cyclinder 75 #2 cyclinder 40. Took head off valves look good and seating right. Head gasket didn't look that great. Flywheel key way looks fine. Need to know torque spec. for head bolts and is the lack of compression in cyclinder #2 the reason way it won't start. I'm putting on a new head gasket. Before I took it a part the #2 cyclinder spark plug was wet and fuel was coming out the exhaust port and the #1 cyclinder spark plug was dry. I can't figue out way it won't fire.

Hi & welcome to TSF.
I think the head torque is specified in the "specs" section of the owners manual - and from memory is about 15 ft lbs - other TSF members may have an exact figure else the B&S website might help you. Try here:

On the low compression on one side of your engine - could that be a result of the engine having a decompression unit (easy start) there - if so, your compression may not really be so low as the decompression unit is "leaking" compression at low engine / engine start revs. If you really have an accurate / correct compression reading of 40lbs - it sounds a bit ominous (reag rings / bore wear).

On the wet plug issue - is the wetness oil or fuel?? - is the plug black and greasy?? which is a symptom of oil bypassing the rings or is it just wet with fuel?? - which is symptomatic of the plug not firing even when there is fuel in the combustion chamber.

The fuel pouring out of the exhaust could be either a stuck float valve in the carb or maybe a torn diaphragm in the fuel pump.

Sorry I can't be more specific - but all of these issues will stop your engine from starting - so maybe with a little more info we can close in on the problem

You have a problem there. The compression varies way too much between the two cylinders. I would have a leakdown test performed on it.
