Toro Push Mower Engine Revving issue

Hello mates, new to the online community and all, hoping to get some help... I have a Toro Push Mower and I just had to replace the inlet needle and fuel fitting elbow due to the engine starting fine, but dieing and a fuel leak through the elbow. Now, the mower starts up fine and does not die... however after about 5 seconds, the power starts oscillating or that's what it sounds like. It goes up and down and up and... so, I was curious what the problem may be or whether it's just a matter of adjusting the throttle? Any help is much appreciated!

probley a bit of trash/dirt in one of the small holes inside the carb. i have found that a guitar string is great for cleaning the inside the small places in carbs.

check for a pin hole in the float

most likely contaminated gasoline. Water and/or dirt.
