B&S governor

I Was disassembling my briggs 18.5 hp opposed twin to find that part of the governor Broke off inside. I was amazed that it didn't destroy any thing else inside, especially where I found it. So I took out the rest of governor assembly and put it back together. Will this be a problem other then having to directly hook up the throttle. I don't plan on over revving it.
I also had another question. Would a few bad gasket on the oil pan cause it to burn oil due to loss of vacuum inside the crankcase? I dissembled it because it was leaking oil while it ran and also burning oil. I think i found the spot where it was leaking but was hoping it might help it from burning as much oil . I took the piston and rings out and it didn't look like that had had any extensive damaged.
