speedometer reading off

My speedometer on my 1984 subaru with a manual transmission reads 125 mph at all speeeds it drops to 0 mph when car is stopped. Is this a problem with the cable or gauge?

Good Morning jmey, that kind of problem is normally caused by the "drag cups" in the speedometer itself, the spinning drive bearings get dry and run a little eccentrically. Sometimes a few drops of oil in the actual mechanism bearings will fix it.
Check that the flex drive cable isn't pre-loading the indicator or bent close to the indicator. (nice and straight and not too tight)

It is quite a job to get access to get some oil into them, you might get another from a suitable second hand yard, probably be easier to change it.

It is a mechanical indicator with a cable drive isn't it?

(Some are electronic)
