Fuel Pump Problem

I have a 89 Chevy PU with a 350 and a TBI fuel system. I have power at the fuse block to the injection fuse, I have power to the fuel pump relay, and to the ECM from the Relay, but no power to the pump in the tank, or the Pump Fuse on the Firewall. Here's my question.
Do these factors mean my ECM isn't working right and needs to be Diagnosed/Repaired/Replaced or is there another part I'm missing. Is the ECM something I can fix myself. I'm pretty knowledgable about cars/parts/chevy and I'm not certified but have worked automotive for 12 years. Help

whats the ECM ? im aware of ECU or PCM's but not sure what u mean by the ECM Electronic Control Module ?

Tan wire under hood, If You replace the ECM, get one out of a suburban or conversion van. same 350 TBI auto. under dash, behind glove box

The ECM has all kinds of tech info like Vehicle Weight, Trans Data, Gear Aspect, all specific for each vehicle, a suburban ECM will have the wrong prom module but I guess I could use the prom from my ECM. But if that's the part that went bad I'm kinda screwed.

id see if an error code scanners available for the 89 and see if it throws any codes.

The whole point of the suburban ecm is the weight ect. It results in more power and fuel economy. My formula has a suburban PROM in it. Furthermore, if I thought you were capable i would have told you to get just the PROM the ECM is the same. One of the tops for my Crossram (512"Max Wedge" is a six pack w/ 3 GM throttle bodies w/the fuel pods removed and port injection. One of the other setups I run is N02 assisted made from the EFI off 4 hyundai sonatas on one intake. Also I run a twin turbo system mounted under the back seat with turbos from an old peterbuilt. In a full bodied '67 Dart Its went 8.21@163mph in the 1/4 mile. I take my kids to school in it.

Good Morning chaps, I am not familiar with that vehicle but when a tank high pressure pump doesn't run I normally remove the relay and power the pump line with a fused jumper wire directly from the battery.
If the pump doesn't run, check wiring to and replace the pump, if the pump runs, replace the relay.
