how to check fuel pressure on 95 Bonneville

I have a 95 I bought for my son as his first car. I got it cheap 'cause the guy that had it had enough.....so I thought I'd be able to diagnose and get this thing running........

The problem is, I think, low fuel pressure. The pressure specs are to be above 47 PSI, but I get 10 PSI. But I am unsure of something. The check valve for the fuel pressure is AFTER the pressure regulator, which is after the injectors on the rail, so am I measuring the return pressure? Also, I always thought that electric fuel pumps either work or don't. Do they just get tired?

I have the car up on jacks and am ready to pull the tank off in the morning to replace the pump, unless there is someone out there that can convince me otherwise......PLEASE DO!!!!

Fixed

Removed the tank, installed new pump, problem resolved. 3.5 hours self labor, $104 part.

i've replaced an in tank pump along side the freeway so i can feel your pain there, that has got to be the worst place to put a pump.

for what it's worth, you can get away with only slightly lowering the tank.
