Hi, welcome to TSF
I don't think Photo Story 3 is a Firefox plugin. It's a free Microsoft program for creating photo slideshows. If you've already installed it, there should be an icon in the Start menu for it. Click the icon to start the program. Download from here. Instructions for creating a slideshow here.
