can't access my friend's website

For some reason my other friends can connect to his site(forum) but i can't. I can ping it but it keep saying blah blah connection reset or page not found. It seem im the only one using Verizon, so that a clue.

Edit: The last forum he make that i can use was from free web site host now he making, host from his computer and i cant connect to that one.

Update: It seem i can get to his forum by proxy site, he said he didnt block me.
